The second phase of an ongoing Facility Modeling and Infrastructure Development Project for the Central Oregon Center for the Arts demonstrated strong support for the creation of COCA as a dedicated arts hub.
The study gathered input from 23 key stakeholders and 75 local arts organizations. Stakeholder interviews revealed a clear demand for COCA to serve as a central venue for local arts groups while also attracting touring performances and broader audiences to Central Oregon. Stakeholders also recognized the center’s potential to increase cultural tourism and contribute to the region’s economic diversity, by balancing competing priorities such as housing and infrastructure will remain a challenge. The study was initiated by COCA’s Executive Board and was designed to explore in detail the demand for an arts facility in Central Oregon.
A Clear Need for Better Arts Infrastructure
The survey highlighted the limitations of existing venues in Central Oregon. Many groups reported difficulties in booking current spaces, with concerns ranging from inadequate size and technical capabilities to poor acoustics and lack of restrooms. High rental costs further complicate access to existing venues.
Key findings from the survey include:
- A clear need for multiple rehearsal spaces that range from large to small.
- Strong demand for two performance spaces: an auditorium with a proscenium stage and a black box/flexible studio.
- More than 50 percent of respondents requested 115 event days for a black box venue, with seating capacity between 200-400.
- More than 50 percent of respondents requested 94 event days for a proscenium stage auditorium, with seating for 500-800.
- There is significant interest in an outdoor venue, with a majority requesting seating for 300-600 people and 65 event days annually.
- There is also high demand for production and support spaces to accommodate a variety of performances.
Defining COCA’s Role and Site Potential
The study concluded that in mapping out a path forward, the COCA board must define its operational role — whether as an owner, operator or content provider. Each of these roles carries its own risks and considerations.
The study also explored multiple potential site locations for COCA, each with unique opportunities and challenges. These locations will be evaluated as the project advances.
From Planning to Implementation
The findings from this study equip COCA to proceed with operational planning and building design input. The report outlined specific activity profiles that will guide the board as it continues to refine the scope of the center’s offerings and infrastructure. Next steps include:
- Continuing input into the building program to ensure that community needs are met.
- Moving forward with operational planning to establish the framework for COCA’s role in the arts community.
- Exploring and refining site options to secure a location that maximizes impact and accessibility.
